§ 12-1. Demolition of buildings.

A. The demolition of any building serviced by one (1) or more utilities shall require a demolition permit.

B. No demolition requiring a permit shall be commenced in the Village of Williamsville unless the following are completed:

(1) The property owner or an authorized agent has submitted an application to the Code Enforcement Official.

(2) The designated fee as established by resolution of the Board of Trustees has been paid.

(3) A permit is issued by the Mayor.

C. The applicant shall file with the Building Department a current surrey showing the location of the building(s) to be demolished, complete with property and street lines, side-walks, adjacent abutting buildings, adjacent abutting buildings and location of all utilities. Such survey shall also indicate proposed new grades and type of fill to be used, if any.

D. The applicant shall file with the Building Department a certificate of public liability and property damage insurance, naming the Village of Williamsville as an assured in an amount to be established by the Village Clerk.

E. The Village Clerk shall be notified in writing at least twenty-four (24) hours before work commences.

F. Type of fill, if any, and new grades to be established shall be approved by the Building Department. In the filling of basements, voids or depressions, concrete, stone, brick, tile, mortar or plaster may be used to a level not closer than six (6) inches below the finished grade. The final six (6) inches to the established grade shall be leveled, clean dirt only.

G. All utility lines shall be disconnected and, where necessary, repaired and replaced to the approval of the Department of Public Works upon completion.

H. If a sewer connection or water connection, or both, is abandoned, it shall be done in the following manner:

(I) Shutoff of water service shall be at the corporation cock or water main and shall be inspected and approved by the Department of Public Works before closing.

(2) Shutoff of storm or sanitary sewer lines shall be discontinued at the curb, properly plugged to prevent backup and inspected and approved by the Department of Public Works before closing.

(3) All work shall be completed by a plumber licensed By the village.

§ 12-2. Blasting.

A. No person shall blast or cause to be blasted any rock or other substance with powder, dynamite or other explosive within eight hundred (800) feet of any building not owned or controlled by the person directing the said blasting or within eight hundred (800) feet of any highway or public place within the Village of Williamsville without the written permission of the Mayor. No charge shall be used larger than is necessary to start rock, nor such charge as will endanger persons or property.

B. A preblast survey of all building or structures within a radius of six hundred (600) feet of the blast site may be required by the Mayor as a precondition to the granting of a blasting permit. One (1) copy of the survey shall be filed with the Village Clerk seventy-two (72) hours prior to commencement of blasting operations.
